Memo for WEDA Board Voting members.


Gentleman,

Attached is information on a project called Dredgeline that CEDA & IADC are working on. EADA has recently agreed to join in the project. I have attached an exchange of emails between WEDA and CEDA for your information. Much of what I say below was taken from those emails.

In the dredgeline setup, the owners of the project will be CEDA, EADA & WEDA (if we join in) and IADC. These organizations will have full control over the content (i.e. topics and Literature coverage). CEDA has agreed to look after the content in consultation with IADC, EADA & WEDA. An editorial Board is being planned for that. Most of the work will be done via Correspondence. WEDA, if we join, will designate one or more representatives to the Editorial Board. (My initial recommendation for that position is Don Hayes, Professor at LSU, and currently a Board Member). Others later depending on discussion with CEDA, EADA & IADC.

This Project will not have any commercial involvement, advertising or lobbying..

The Library records will be prepared by the TUDelft Library.

The Annual Cost for 400 records per year is 17,000 Euros. The Contribution so far are:

IADC 10,000 Euros
CEDA 2,000 Euros

There is a one time cost for the design of the new web site of 2500 Euros. IADC will pay that.

At this moment, dredgeline only contains abstracts; In the future, it is intended to include links to other dredge related literature that is available on line.

As a member of WODA, it is important that we become an active and participating Member in WODA by Joining CEDA, EADA and IADC in this effort. As a Member of WODA we have, if we are sincere about promoting the exchange of information and knowledge as it relates to dredging a duty and obligation to Support our stated Goals and Objectives. The establishment of Dredgeline will provide all WODA members with access to the vast body of knowledge existing worldwide in the fields of dredging and dredged material management. Imagine all this knowledge in one location.

Considering the high cost of research and the benefits of learning from the experience of other, and in accordance with our stated goals and objectives we have an obligation to join CEDA, EADA & IADC in this effort.

Based on today’s exchange rate WEDA’s Contribution to match CEDA’s 2000 Euros is $2672.00. We have the funds. As of today WEDA has approximately $200,000 dollars in checking, and approximately $55,000 in Certificates of Deposits.

Because CEDA, EADA & IADC intended to launch this new dredgeline program at WODCON XVIII, we cannot wait until our Board Meeting Scheduled in May to discuss. There may be questions as to why the TUDelft, etc., and the answers are simple. IADC is providing the lion’s share of the funds it only makes sense that they and CEDA being headquarter in the Netherlands use the facilities at the TUDELFT.

Therefore, unless otherwise directed I intend to advise CEDA, EADA & IADC that we are joining them in this effort and will forward the necessary funds to CEDA. Not later than April 15, 2007.

For Voting Members: Please advise if you agree or disagree prior to April 6, 2007. I will tabulate the votes and prepare the necessary documents for our corporate records.

I apologise for being too brief with the explanation. I attach the flier about the original dredgeline. It explains the goals and content. This what you still see at: www.dredgeline.net.

We will have full control about the content i.e. topics and literature coverage (in the past we were bound by the existing system of the TU DElft Library). EADA has agreed to join the project and hopefully will delegate one representative to the EB.

There will be no commercial involvement (e.g. OPL), no advertisements.

The library records will be prepared by the TUDelft Library.

Dredgeline already contains references to WEDA and EADA conf. papers but a more formal and acknowledged involvement of all three WODA association would be good.

Please excuse my lack of understand about Dredgeline. This email is the first I heard about it. If you could give me a little more information on what it is, what its goals are and what the cost are. Initial and future cost. And if we were formally involved would we be one of the owners and have a say in the content. With this information I would be better able to put the proposal before our board with a positive recommendation.

Due to changes in funding we have to make new arrangements for the online bibliographic reference database www.dredgeline.net.
The new owners will be CEDA and IADC (and perhaps VBKO) and we are going to have full control about the content (topics and periodicals, books included). TU Delft will continue to prepare the records.

We were wondering whether WEDA and EADA would like to be formally involved. This would mean participation in designing the new database (i.e. telling the library what topics and what sort of literature they should include) and contribution to the funding of the project. We realise that EADA may not be in the position to provide funds but WEDA may be interested to do so. CEDA will contribute to the project by Euro 2 500 in cash (2000 to the fees to be paid to the TUDelft Library and Euro 500 to cover other costs) and this is the amount WEDA would be asked to contribute. IADC pledged Euro 10 000 plus Euro 2 500 for the design of the new website.

WEDA and EADA would of course be acknowledged on the opening page as co-owners of dredgeline.

The content of dredgeline will be the responsibility of CEDA (and possibly EADA and WEDA). CEDA is going to set up an Editorial Board for that purpose. In case of your positive response, this could be a WODA EB. Someone from CEDA has just started to prepare a preliminary list of topics (search terms) for the library with the aim to have the first version ready within two weeks time. As an indication I attach the current search terms for dredgeline (look for the yellow marks in the long list).

We would like to launch the new dredgeline at WODCON that is why we do not want to wait until May to discuss it.
